AT LAST the Council, has given the OK to a safe refuge close to Primrose Hill and Mace Walk. It's promised by September 2015 in readiness for the new Maltese Road Primary School.

Local Lib Dems Jude Deakin and Graham Pooley have persistently argued and lobbied for action to help childen and others safely cross Rainsford Road.

Are the existing Residents' Parking zones working? Do we need more 20mph zones? These are the questions being asked by west Chelmsford Lib Dem campaigners Cllr. Jude Deakin and Graham Pooley.

    Residents' parking schemes

It's been suggested that it's not working well in some streets, and that maybe there should be a larger number of zones each covering a smaller area or number of streets. Also there are streets where there is not a scheme at present that may actually need one. Jude and Graham have asked for a review of this as a whole alongside particular streets or very specific concerns.

Radio is coming home to its birthplace, in the Marconi factory in Chelmsford. An eleventh-hour deal has been done whereby the volunteer-run "Chelmsford Community Radio (CCR)" will be based in the water tower at the former Marconi factory.

Lib Dem Graham Pooley persuaded the new owners of the site, Bellway homes, to do a fairer deal on the rent expected to be paid by CCR.

At a secret meeting, Chelmsford's Conservative-run council agreed to sell off the Wharf Road car park for housing.

When the Lib Dems ran Chelmsford council, up to 2003, their plan was for this site to see a wider variety of uses, including a home for the Marconi archives, leisure facilities, concert hall, hotel and exhibition space. Said Lib Dem Cllr. Stephen Robinson, "This is a huge wasted opportunity to do something really special with a major, very central site."

Council tax will rise in Chelmsford for yet another year following the city council's budget meeting - and it will rise the most (as a percentage) for the poorest people. The rise was voted for by all the Conservatives AND the sole Labour councillor, and opposed by the Liberal Democrats.

The rise hits the poorest the hardest because the scheme to help low-income taxpayers has been cut.

Proposals to tackle congestion in Chelmsford have been put forward by local Liberal Democrat Councillors. Congestion threatens to choke Chelmsford over the next few years, as the Conservative plan for 15,000 houses comes into effect.

Countryside Properties have warned residents of North Springfield / Beaulieu Park that traffic will get much worse before it gets better e.g. in White Hart Lane. Stephen Robinson extracted this admission from them back in 2010 and they recently suggested that 'six years of misery' could be expected.

Several junctions in Chelmsford's town centre are potentially lethal but perhaps none more so than the junction of Primrose Hill with Rainsford Road (map).

Visibility is poor and the traffic speeds and volumes are high.

There has been more than one serious accident here recently but no deaths (yet) seems to mean no action.

A turf war between Chelmsford Council and Essex Council is being blamed for slow progress on Residents' Parking schemes. In Townfield Street, Primrose Hill / South Primrose Hill, and Marconi / Bishop Road, there is already agreement about what might help ease the pressures. However the list of "schemes" waiting to be progressed or even considered is now approaching 200! No acceptable timetable is in sight.
