Richard Pennicard has lived in Chelmsford for over 25 years. He has been active in the Liberal Democrats, and before that the Liberals since the age of 16.
During that time he has been local party treasurer and election agent, and was Liberal Democrat candidate for Chelmer Village and Beaulieu Park in 2007. Richard works as Quality Systems Manager for a local chemical research company.
