First elected in 1987 as Councillor for Goat Hall in 1987. During this time served on Highways, Planning, Environment, Licensing & Regulatory Committee, Development Review Board, and Community Review Board. Currently a member of Development Policy Board and Lib Dem Group Secretary. Mayor of Chelmsford in 1996/7 and Deputy Mayor 2003/4. Freda has now retired but remains still very much involved in campaigning in Chelmsford.
