Keith Francis

Keith Francis is Liberal Democrat County Councillor for Chelmsford Central, since 5th May 2005.

Keith says "I'm very pleased to have been elected in Chelmsford Central. This is made up of the Town Centre, Old Moulsham and Moulsham Lodge. I am very familiar with the area and have served a total of 12 years on the Borough Council for a substantial part of it in Old Moulsham. I trust that those who know of me can vouch for my record and commitment to local residents and the wider community."

Keith, together with colleagues, has notched up a range of achievements including: A restored Hylands House, a safe and convenient crossing of Parkway at Moulsham Street, an Integrated Transport Strategy for the Borough...including the case for Park & Ride, saving allotments at Seymour Street and much more besides.

As a County Councillor Keith will take a particular interest in Highways...including proper attention to the repair of footways and local roads, Transport...including the shake-up of bus services, and Strategic Planning...fighting against the unsustainably high levels of development being foisted on Chelmsford, Essex and The Region as a whole.

On these and many more across all services, including education and social services there is much to do.

Keith adds, "I am a team player and will work with others to better the services and quality of life for all. This, surprisingly perhaps, includes liaison with political opponents... to get results. I intend to work with other agencies, especially those on the Borough Council to ensure 'joined-up government'. I already have an excellent working relationship with Cllr. Philip Firth, who represents Moulsham Lodge, and together we aim to represent you as best we can."

Mayor of Chelmsford Borough during centenary celebrations (May 1988-89). Leader of the Lib Dem Group 1991 to 1995, and member of Policy & Resources May 1999. Chairman of Corporate Policy Board, Chairman of the Licensing Committee, & the CCC. Currently Member of Corporate Policy Board, & Licensing & Regulatory Committee. Always been elected with a big majority.

Cllr. David Jones

David Jones is one of the two Liberal Democrat Borough Councillors for Moulsham Lodge, which he has represented since 1991. He has a strong interest in environmental matters and has served on the Pride in a Cleaner Chelmsford Committee (formerly known as the Cleaner Chelmsford Campaign) for over 12 years.

On the Borough Council, he is the Opposition 'Shadow' for Parks and Heritage as well as playing a prominent role on the Licensing and Regulatory Committee. In the past, he has served as Vice-Chairman on the Leisure, Licensing and Environmental Health Committees.
