No to road charging in Essex without real alternatives in place - Keith Francis

Tory-run Essex County Council has announced it is considering a pilot scheme for a road charging scheme. Liberal Democrat transport spokesman Cllr. Keith Francis has opposed this as there are currently no realistic alternatives for too many of these journeys.

Said Cllr. Francis, "In my view this will be counter-productive as far as the general road network is concerned. Journeys to work cannot be made off-peak and so they will not be deterred by a charging scheme unless there are alternative forms of transport.

"The proposals could result in much worse congestion on charge-free roads, producing more pollution and road safety hazards to residents and vulnerable road users. Schemes such as London's Congestion Zone can be successful because there is a comprehensive public transport network as well. Bus use in London is up markedly, in stark contrast to the rest of the country

"Both Essex County Council and the Government fail to see the need to provide reliable, affordable and efficient alternatives for a substantial proportion of these journeys. They should increase capacity on our rail network; improve bus services; extend Park and Ride facilities; enhance cycleway and pedestrian networks; promote car-sharing and discuss workplace travel plans with employers.

"Harmful emissions from transport are also the principal source of greenhouse gas for this country and so it is essential we now move to more enlightened policies."
